The dredging is complete and equipment is no longer blocking the river. However, they are still removing it from the river, so if you MUST row between Eliot and North Beacon, keep your eyes open and stay out from shore (which of course means that you also need to look for boats coming at you doing the same thing).
Or, play it safe and stay out of that area if you can, and give them a few more days to clear out.
